Kenilworth to Draw up Guides for Residential Windmills

The village board wishes to have provisions in place that will better accommodate renewable energy.

The Kenilworth Board of Trustees imposed a moratorium on the construction of windmills in the village, allowing its planners nine months to craft provisions that will allow residents to have greener homes. Though giant windmills may be an odd presence in a small, upscale village, renewable energy models have been coming down both in size and price while rising in popularity nationwide. Following the recommendation of the Building, Planning and Zoning Committee, the board voted unanimously Tuesday night to take the progressive step that will accommodate wind power and external geothermal units, just as the village code was re-written 20 years ago to allow for solar panels that fit village aesthetics. Village Board Extends Moratorium on Construction

Officials approved to extend a ten-month hold on downtown development again, to ensure finalization of the Master Plan.

The village board has voted to re-extend a moratorium on construction in the city center to mid-February. The initiative was put forth in March to prevent major zoning changes from occurring while the village worked with the Lakota Group, an urban planning organization, on developing its long-term Village Center Master Plan. The moratorium was supposed to end in October. It was extended to December as the approval of the plan, which would guide the renewal and rennovation of the area's shopping centers, has taken longer than officials initially expected. Kenilworth Considers Windmill Ordinance, Wants Moratorium First

Planning Committee recommends nine-month wait to allow village staff time to examine measures in other communities.

The Village of Kenilworth is looking to get out ahead of the drive to establish residential windmills with a nine-month moratorium on their installation. A nine-month delay would give the village staff time to review alternative energy ordinances in other municipalities.  "We want to be proactive," Trustee James Hughes said. "We know this is coming." Monday night, the proposed ordinance for a moratorium cleared the Building, Planning and  Zoning Committee without dissent. The public was invited to the hearing, but no one showed to support or protest the decision.
